   41.02   Purpose of chapter
§ 41.01 QUINCY AS HOME RULE UNIT.
   The City of Quincy is a home rule unit of local government pursuant to the provisions of the Constitution of the State of Illinois, Article VII (Local Government), § 6.

§ 41.02 PURPOSE OF CHAPTER.
   The purpose of this chapter is to set forth as part of this code various enabling provisions adopted by the city as a home rule unit of local government. The inclusion of this chapter shall not be construed to diminish the exercise by the city in this code or otherwise its home rule powers. It is the declared intent of the city to exercise its home rule powers to the full extent allowed by the Constitution of the state.
