A majority of the elected members of the Council, or the Mayor and half the number of Aldermen shall constitute a quorum, thereof, but no ordinance, resolution or motion, shall be passed except upon the favorable vote of a majority of the elected members as provided by statute.

If any member of the City Council shall absent himself or herself from any meeting of the same, or depart therefrom before adjournment of any meeting of the Council, unless excused by the Council, he or she shall be subject to a deduction of his or her pay for the meeting.

The Standing Committees of the Council shall be appointed by the Mayor at the first regular meeting of the Council in May of each year, or as soon thereafter as may be practicable and shall be as follows:
(A) Aeronautics: three members;
(B) Animal shelter: one member;
(C) Barge Dock: four members;
(D) Central Services: four members;
(E) City Hall: three members;
(F) Finance: five members;
(G) Fire: three members;
(H) GREDF: two members, one from each political party;
(I) Historic Preservation: two members;
(J) Homeland Security: one member;
(K) Human Rights: one member;
(L) Library: one member;
(M) Loan Committee: two members, one from each political party;
(N) Personnel: four members;
(O) Plan Commission: one member;
(P) Police: three members;
(Q) Safety: two members;
(R) Technology: three City Council members and two non-voting at-large members;
(S) Town Board: three members;
(T) Traffic Commission: one member;
(U) Transit Advisory: three members;
(V) Utilities: three members;
(W) Water: three members; and
(X) 911: three members.

It shall be unlawful to disturb any regular or special meeting of the City Council, or of any committee thereof, or of any board or commission appointed pursuant to the provisions of this code, or to behave in a disorderly manner at the meetings. Smoking shall be prohibited at all times in the City Council Chamber. Any person violating the provisions of this section shall be fined as provided in § 10.99.
