(A) All recyclable materials shall be separated from solid waste by person, firm or corporation in possession of the premises from which the materials are collected.
(B) The city shall cause to be collected and removed all recyclable materials placed in recycling containers at curbside or on public streets or alleys adjacent to family residences, apartments and other locations served by solid waste collection services and agreed by the city to be enrolled in the curbside recycling service.
(C) All recyclable materials except newspaper shall be rinsed clean from food and food products. All newspapers shall be bundled.

The owner, occupant, or lessee of any premises within the city shall be responsible for the fee of removal and disposal of all garbage, refuse, rubbish or ashes of every residence, apartment and business within the city.

COLLECTION REGULATIONS
(A) The terms and conditions of an “Agreement For The Collection And Disposal Of Solid Waste And Recyclable Materials” between the City of Polo and Moring Disposal, Inc. shall apply as if recited verbatim herein. A copy of the “Agreement” is available for inspection upon request at the office of the City Clerk of Polo.
(B) The collection shall be made from all premises at least once a week, provided that the material is properly stored for collection in a container complying with the provisions of this chapter. No collections shall be made on Sunday or designated holidays; pickup will occur the day after the regular pickup schedule. All collections shall be made between the hours of 6:00 a.m. and 5:00 p.m.
(C) All apartment buildings shall be considered a residential account and shall be required to have a recycling container per resident apartment.

(A) Commencing on September 1, 2021, fees for such garbage and recycling collections shall be paid monthly, in arrears, due 21 days from the issuance of the bill, to the City Clerk and shall be in the amounts as follows:

(All businesses are required to separate their corrugated cardboard for commercial recycling. Additional pickups must be arranged through Moring Disposal, Inc.)
(B) Churches and parsonages. Churches and parsonage will be charged one residential rate provided only one stop is required. If a church and parsonage requires two stops, there will be two residential charges billed. Churches and parsonages with a dumpster will be charged on the business or commercial schedule.
(C) Rates prorated. If premises are vacant at least one calendar month at a time, the rate will be prorated accordingly, provided the City Clerk has been notified in advance.

A copy of the “Agreement” and any modifications thereto is available for inspection upon request at the office of the City Clerk of Polo.

(A) Parties desiring to use garbage and rubbish collection services shall apply to the City Clerk for such services.
(B) If such applicant is a tenant who, at the time of application, does not have a current water and sewer deposit on record with the city, the City Clerk shall require a deposit of $25 to be kept on deposit by the City Clerk for the purpose of assuring the payment of all garbage and rubbish charges of such applicant, and upon vacating the premises occupied by applicant, such $25 deposit shall be refunded to applicant provided the applicant is not in default in garbage and rubbish pickup charges. Otherwise such deposit shall be applied against any sums owing for garbage and rubbish pickup, and the balance, if any, shall be refunded.
(C) The landowner shall also be responsible for all garbage and rubbish charges for his or her property. Any sums due from the tenant and unpaid shall be deducted from the deposit and any sums remaining due after the deposit is exhausted shall be charged to the landowner.

(C) Whenever the collection of solid waste from any establishment or place or residence shall exceed the normal amount for such a place so that the fee prescribed for such collection is not fair and reasonable as applied to that particular place, under the specifications for collection as previously provided in this chapter, the City Council may bill an additional amount and/or establish a special rate for such place or a surcharge for any one time where such garbage exceeds the normal amount, for collection as the City Council and City Clerk shall deem appropriate.
(D) In no event shall any landscape waste be placed for collection nor mixed with solid waste or recyclable materials for collection except as hereinafter provided.
