The Mayor, the Director of Finance and the Director of Law are hereby authorized to invest public funds of the city in obligations and investments mentioned in R.C. §§ 731.56 and 731.57, the funds to be invested in such manner by the city officials in lieu of depositing the same in a bank or banks. Investment of the public funds shall be subject to all limitations, conditions and restrictions in accordance to law.

The Treasurer, or other officer of the municipality having the duties of a treasurer or of a city auditor, shall not be held liable for a loss of public funds when the officer has performed all official duties required of the officer with reasonable care, but shall be liable only when a loss of public funds results from the officer's negligence or other wrongful act.

CIVIL SERVICE DEPARTMENT
By section 64 of the Charter, there is created a Department of Civil Service, which shall function in accordance with the Charter of the city and R.C. Chapter 124 to the extent that Chapter 124 is not inconsistent with the Charter.

(A) The Civil Service Commission shall consist of five members who shall be citizens of the city. They shall be nominated and elected by the City Commission. The City Manager shall be the appointing authority on behalf of the Civil Service Commission, and shall have the powers and perform the duties specified by the Charter, the city code and the Revised Code.
(B) The terms of the members of the Civil Service Commission shall be three years, except of the members first appointed, one shall be for the term of two years. A vacancy shall be filled by the City Commission by nomination and election for the unexpired term.
(C) If any member of the Civil Service Commission shall cease during a term for which he or she is appointed to become a legal resident and citizen of the city, then his or her appointment to the Civil Service Commission shall be terminated as of the date of his or her change of residence, and the City Commission shall proceed to appoint a new member to the Civil Service Commission.
(D) The Civil Service Commission, in addition to the rules and regulations prescribed by the Charter, shall be empowered to adopt other rules and regulations in the manner and method prescribed by the Charter, which, in their opinion, shall be for the betterment of the department. The rules shall not be inconsistent with the Charter and R.C. Chapter 124.
(E) All rules and regulations, or amendments thereto, adopted by the Civil Service Commission shall not become effective unless printed in full prior to a public hearing thereon, held by the City Manager after reasonable notice, and unless thereafter approved by the Manager.

The City Manager shall occupy the office of the Director of Classified Service, who shall be the appointing authority in the city, and this officer shall have the power of appointing to or removal from positions from any office, department, commission, board, or institution in the classified service of the city. Any appointments to positions in any office, department, commission, board or institution in the classified service of the city shall be made from an eligible list prepared and certified by the Civil Service Commission, board or institution, and shall be made by the appointing authority in accordance with the rules of the Civil Service Commission and as provided by law.

POLICE DEPARTMENT
The Chief of Police, in his or her discretion and with the consent of the City Manager, may dispatch police officers outside city limits to render emergency law enforcement services to any political subdivision not a party to a mutual aid agreement with the city.

Whenever the public safety requires the use of police officers in excess of those normally available and the use is at the request of a private person, firm, corporation, or institution, the Chief of Police, with the approval of the City Manager, may detail off-duty officers to perform police- related functions such as traffic control, protection of life and property, and security provided that the person, firm, corporation, or institution reimburses the city the cost of providing the additional police officers. Prior to assigning off-duty police officers to such duty, the Chief of Police shall ascertain the total cost thereof, including overtime, fringe benefits, the use of city equipment, and prepare a contract to be executed by the party requesting the service and by the City Manager or his or her designee, the terms of which contract shall enumerate the services to be provided, the number of officers to be assigned, and the cost to be paid therefor.
AUXILIARY POLICE AND FIRE UNITS
(A) There hereby created an auxiliary fire unit under the direction and supervision of the Fire Chief of the city, consisting of such persons that he or she may, from time to time, designate.
(B) The duties of auxiliary firemen shall include assisting the regular fire fighting forces of the city in the performance of any duties as may be prescribed by the Fire Chief.
