§ 31.21 COMMISSION MEMBERS; TERMS.
   (A)   The Civil Service Commission shall consist of five members who shall be citizens of the city. They shall be nominated and elected by the City Commission. The City Manager shall be the appointing authority on behalf of the Civil Service Commission, and shall have the powers and perform the duties specified by the Charter, the city code and the Revised Code.
   (B)   The terms of the members of the Civil Service Commission shall be three years, except of the members first appointed, one shall be for the term of two years. A vacancy shall be filled by the City Commission by nomination and election for the unexpired term.
   (C)   If any member of the Civil Service Commission shall cease during a term for which he or she is appointed to become a legal resident and citizen of the city, then his or her appointment to the Civil Service Commission shall be terminated as of the date of his or her change of residence, and the City Commission shall proceed to appoint a new member to the Civil Service Commission.
   (D)   The Civil Service Commission, in addition to the rules and regulations prescribed by the Charter, shall be empowered to adopt other rules and regulations in the manner and method prescribed by the Charter, which, in their opinion, shall be for the betterment of the department. The rules shall not be inconsistent with the Charter and R.C. Chapter 124.
   (E)   All rules and regulations, or amendments thereto, adopted by the Civil Service Commission shall not become effective unless printed in full prior to a public hearing thereon, held by the City Manager after reasonable notice, and unless thereafter approved by the Manager.
