§ 151.22 VACATION, EXTENSION PROCEDURE.
   In case of the establishment, extension or vacation of any street or part of a street in the town, the numbering on a part or a whole of such street, as the case may be, shall be made or remade, if necessary, to conform to this subchapter.

§ 151.23 RENUMBERING PROCEDURE.
   From time to time, as circumstances may require, in case of the renumbering of any street or in case buildings shall be built or rebuilt, or numbers shall be destroyed, or for any reason buildings shall not be properly numbered, notices shall be given and the numbering shall be made as required in this subchapter. Buildings spanning property that encompasses more than one number, as is provided by this subchapter, shall be numbered as follows: Residential homes shall be given that number which is that number applicable to that part of the lot upon which the entrance to the home is situated; two-family and other structures with more than one entrance shall be given a number for each entrance that coincides with the lot upon which it is located.

§ 151.24 MULTIPLE UNITS AND ADDITIONAL ENTRANCES.
   (A)   Multiple units. Where multiple units are served by a singularly numbered street entrance, or the entrances thereto do not front a street, then the units shall be each separately lettered with consecutive letters. A sketch of the units and the letters assigned to them shall be delivered to the Town Clerk-Treasurer, and the Clerk-Treasurer shall, in turn, deliver copies of such sketches to the Fire Department, Police Department and emergency medical service.
   (B)   Multiple street entrances. Second street entrances within a property carrying one number shall carry the fraction of one-half, but if there be more than two separate entrances, then quarter fractions shall be used so that the first additional entrance shall be one-fourth, the second additional entrance shall be one-half and so on.

§ 151.25 NUMBERS REQUIRED FOR ALL BUILDINGS.
   All dwelling houses and business buildings, or other structures situated within the town and fronting upon any public street thereof shall be numbered, as follows.
   (A)   Duty of owner. It shall be the duty of any owner of a building required to be numbered or lettered herein to place the number of such building in a neat and tasteful manner, and in a conspicuous place, in accordance with all of the requirements of this subchapter. Where letters are also required, the letters shall be placed upon the outside door of the entrance to the unit.
   (B)   Size of numbers. All numbers and letters shall be at least three inches high, shall be block numbers and shall be sufficiently contrasted with the building so as to be easily readable. The numbers shall be larger than the three inches required herein when such larger size is necessary for the numbers to be easily readable and locatable from the street. All numbers shall be of metal, wood or other material of substantial thickness except that in the Business District, the numbers may be painted on the exterior of the building.
   (C)   Location of numbers. All numbers shall be located upon the street side of the property, and where possible, upon the building itself, closest to the entrance to the building. The numbers required herein shall be located at a height of not less than four feet above street level and not more than nine feet above street level.

§ 151.26 COMPLIANCE REQUIREMENT.
   (A)   Existing structures. It shall be the duty of the town to notify the owner or agent of the owner of each building now existing within the town and fronting on any street thereof to number any such building in conformity with this subchapter. Such notice shall be in writing, the numbers shall be specified therein, and also specified therein shall be the time within which such numbering shall be completed. Such notice may be served upon the owner or his or her agent personally, by mailing notice to either of them by first-class mail, or by leaving a copy thereof at the last and usual place of the residence of the owner or agent. If any person who is the owner of any building to be numbered in the town is a non-resident of the town and has no local agent known to the Clerk-Treasurer, then a notice left upon the premises to be numbered shall be deemed a good and sufficient notice to such non-resident, provided however, the Clerk-Treasurer may (but shall not be required), issue notice to such owner by certified mail at the last known address of the owner, although in such circumstances, receipt of the notice shall not be required. The Town Clerk-Treasurer shall act on behalf of the town and may designate any person to carry out the notice required herein. Any notice that is given by mailing shall be considered as having been given on the date of mailing, unless the envelope is returned for reason of insufficient or wrong address.
   (B)   Future construction or reconstruction. It shall be the duty of any owner of property within the town prior to the construction or reconstruction of a building upon a property within the town at the time that such construction or reconstruction is commenced, to obtain a street number from the Town Clerk-Treasurer and to have said number upon said building prior to its occupancy. No person shall commence or continue any construction that requires a number under this subchapter until a number has been obtained as required by this subchapter.
   (C)   Annexation. In the event that any territory is annexed to the town, then the numbering notice shall be given as is provided by division (A) above.

§ 151.27 TIME LIMIT FOR COMPLIANCE.
   (A)   With respect to dwelling houses, businesses and other buildings in existence within the town at the time that this subchapter becomes effective, such buildings shall be numbered as required by this subchapter within 60 days after this subchapter becomes effective as provided by law, or within 60 days after notice is given, whichever last occurs.
   (B)   For persons described in § 151.26(B) of this code, the building shall be numbered prior to occupancy or within 60 days after written notice is given under § 151.26 of this code, whichever first occurs.
   (C)   For all other persons, the dwelling house, business or other building shall be numbered within 60 days after notice is given as provided by § 151.26 of this code.

§ 151.28 NUMBERING BY TOWN.
   Any building or structure that is not numbered in the manner and form and within the time specified in this subchapter shall be numbered by the Town Council of the town or by any person designated by it. The cost and expense thereof shall in the first instance be paid out of the funds of the town, and the cost and expense thereupon shall be and constitute a lien upon the real estate of the delinquent owner, and such lien shall be enforced and collected as town taxes are collected or as street improvement assessments are collected, or the same may be foreclosed as other liens are foreclosed in any court of competent jurisdiction by a suit in the name of the town.
