§ 154.024 BLOCKS.
   (A)   Configuration of block. The shape of blocks shall be determined by topographical features, the basic street system and traffic pattern, lot depths, and areas designated for public and other nonresidential land uses. In addition to these, the lengths, widths, and shape of blocks shall be determined with due regard to:
      (1)   Site adequacy. Provisions of adequate building sites suitable to the special needs of the type of use contemplated.
      (2)   Zoning. Zoning requirements as to lot sizes and dimensions within the corporate limits of the village.
      (3)   Convenience. Needs for convenient access, circulation, control, and safety of street traffic.
   (B)   Length of block. The maximum length of blocks shall not exceed 1,000 feet nor less than 600 feet and the width of a block shall not be less than 250 feet unless, in the opinion of the Plan Commission, greater or lesser length or width is required to avoid topographical problems, to avoid or reduce a traffic hazard and to prevent the formation of short blocks which create hardship to the village because of increased costs to the complete maintenance of streets. Crosswalk ways may be required in any instance to provide safe and convenient access to schools, parks, or other similar destinations when so specified by the Plan Commission or the Board of Trustees.
   (C)   No specific rule concerning the shape of blocks is made, but blocks must fit easily into the overall plan of the subdivision and their design must evidence consideration of lot planning, traffic flows and public areas.
   (D)   Blocks intended for commercial use must be designated as such, and the plans must show off street parking areas, loading docks and such other facilities that may be required to accommodate motor vehicles. See Chapter 157 for off street parking and loading requirements.
   (E)   In front of areas zoned or designated for commercial use, the street width and the roadway width shall be increased on the side or sides on which the property for commercial use is located by a merging lane at least 15 feet wide. This is to insure the free flow of traffic without interference by vehicles entering or leaving parking areas. This is not to be considered a part of the parking area herein elsewhere required. It is intended that where abutting properties on both sides of a street is for commercial use, there shall be two such lanes in addition to the minimum required street width.
   (F)   Pedestrian crosswalks not less than ten feet wide shall be required where deemed necessary by the Plan Commission to provide for pedestrian circulation or access to schools, playgrounds, shopping centers, transportation, and other community facilities.
