(A) Any person, firm, or corporation who constructs any public improvement or portion thereof in violation of the provisions of this chapter shall be, upon conviction, fined not less than $25 or more than $750 for each offense. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
(B) Whoever shall sell or offer for sale, lease, or offer for lease, while this chapter is in effect, any lot or lots or block or blocks within the corporate limits of the village, or any additions thereto or any resubdivision of any lot or blocks therein, before all of the requirements of this chapter have been complied with shall be fined not less than $100 or more than $1000 for each lot, block or part thereof do disposed of, offered for sale, or leased.
