The Broward County "General Specifications for Road and Bridge Construction and Minimum Engineering and Construction Standards for Water and Sewer Installations and the General Specifications for Construction Methods and Procedures for Installation of Gas, Water, and Sewer Lines," now on file in the office of the City Clerk in compliance with F.S. § 165.19, is adopted by reference, subject to any amendments or deletions contained in this code, and to any provisions of this code inconsistent therewith.

(A) Wherever the context permits in the specifications adopted by reference in § 150.40, there shall be substituted for the officers, boards, departments, and commissions mentioned therein comparable officers, boards, departments, and commissions of the city. Wherever the term "Broward County" is used therein, the term "City of Pembroke Pines" shall be substituted.
(B) Wherever a penalty is provided therein, there shall be substituted therefor the penalty as provided in § 10.99.

No work or construction governed under the terms of this subchapter or for which a permit fee is assessed shall be commenced unless a permit for the same is obtained from the Building and Zoning Department of the city and a fee paid thereto in accordance with the schedule of fees in § 150.43.

SWIMMING POOLS AND BARRIERS
For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
SWIMMING POOL. A body of water, which is deeper than six inches at its deepest point, which is wider than three feet, and which is contained in an artificially created or built receptacle affixed to the earth or resting on the ground, used or intended to be used for swimming or wading. The terms of this subchapter shall apply to all portable pools while containing water. SWIMMING POOL shall include any body of water located on private property of the depth and width herein provided, such as, but not limited to, ponds, brooks, fish ponds, and ponds for growing aquatic plants. Therapeutic pools or spas shall be subject to the requirements of this section.

Before any work on a swimming pool or a swimming pool safety barrier is commenced, permits shall be secured for all swimming pools and for the safety barriers. Plans shall contain all details necessary to show compliance with the terms and conditions of this subchapter. No swimming pool permit shall be issued unless simultaneously therewith a permit is secured for the erection of the required safety barrier. If the premises are already enclosed, a permit for the safety barrier shall not be required, if, upon inspection of the premises, the existing barrier is proven to be satisfactory.
