Each year the City Council shall fix a date and hour between March 7 and March 28, and at the time so fixed the Council shall meet in public session in the Council Chamber at the City Building and then and there proceed with the transaction of the business which is the subject of W. Va. Code 11-8-14. Upon completion of that business, the session shall stand adjourned until the same meeting hour on the next following third Tuesday in April, at which time it shall reconvene and the Council shall proceed in conformity with the provisions of W. Va. Code 11-8-14a.
