A. It is the intent of this chapter to provide a framework for an organization through which youth of the Parma community can learn and develop attitudes and skills of cooperative team involvement in civic affairs via working relationships with a council of peers and community leaders.
B. It is not the intent of the City or its elected officials to create a legal entity of any kind including without limitation, a corporation, non-profit corporation, limited liability company, partnership nor any other business, public or quasi-public entity. (Ord. 580, 4-10-2017)
A. The Mayor's Youth Advisory Council shall be a community support and service committee of the City of Parma. The Youth Council shall be comprised of volunteer students of the Parma school district or home schooled students living within the Parma school district boundaries. The focus of the Youth Council will have considerable breadth allowing students to learn from a varied exposure to community involvement. Some suggested areas of involvement may potentially include aesthetic, cultural, educational, recreational, and social activities, projects, or services. The Youth Council may also function as a "think-tank" group bringing ideas and suggestions to the Parma City Council via appropriate means. The Youth Council will also be encouraged to interact with other City committees and contribute to the efforts and emphases of those groups.
B. The Mayor's Youth Council shall be responsible for formulation and adoption of its own by-laws, means and methods of election of officers, and selection of projects, subject to the laws of the State of Idaho, this Code, and with the ongoing supervision of the Mayor and other adult Youth Council advisors. Note: These supervisory roles will be exercised as coach/mentor helper roles in order to maximize the students' self-directed learning experiences in the fullest degree possible.
C. The Mayor's Youth Advisory Council shall be accountable to the Mayor and City Council of the City of Parma, and shall file regular monthly activity reports as required for other City committees. The Youth Council or its individual members shall not represent themselves to the public or to any entity, whether governmental, public, or private, as having decision-making authority for the City of Parma, authority to make contracts, or to obligate any resource of the City, or to encumber any City monies. A. The Youth Council, by nature comprised of youth not of legal voting age, shall function under the guidance of the Mayor, and of at least one (2 preferred) adult advisor(s) from the community. Adult advisors will be appointed by the Mayor and confirmed by the City Council. The role of the advisors will be that of facilitating group functioning where necessary, advising on matters where adult direction can benefit the group. Adult advisors will not be managers of the Youth Council, but will provide adult monitoring (or coordinate the same) of youth work or social activities, and work with the Mayor to enrich the students' experiences.
B. The City Council may if it so chooses, appoint a Council liaison to the Youth Council. (Ord. 580, 4-10-2017)
