2-2-1: APPOINTMENT; TERM OF OFFICE; COMPENSATION:
The mayor, with the consent of the city council, may appoint a library board consisting of five (5) members, one of whom shall be a member of the council. Such directors shall hold their office for three (3) years from the date of appointment and until their successors are appointed, but upon their first appointment, they shall divide themselves at their first meeting, by lot, into three (3) classes: two (2) members shall form the first class and shall serve for one year; two (2) members shall form the second class and serve for two (2) years; and one member shall form the third class and shall serve for three (3) years.
No compensation shall be paid or allowed to any member of the library board in any manner whatsoever. (1959 Code §2-301)
2-2-2: ORGANIZATION AND POWERS:
The library board shall, immediately after its appointment, meet and organize by the election of one of its number president, and by the election of such other officers as it deems necessary. It shall make and adopt such rules and regulations as may be expedient. It shall have exclusive control of the expenditure of all library monies collected and the supervision, care and custody of all library buildings and may appoint a librarian and assistants and prescribe rules for their conduct.
