Based upon the recommendations and upon the housing survey prepared and submitted to City Council, and Council's own knowledge of the facts and conditions existing in the City Community Reinvestment Area #2 (CRA #2), City Council finds and determines that: The City CRA #2 constitutes an area in which housing facilities or structures of historical significance are located, and in which new housing construction and the repair of existing facilities or structures are discouraged.
