SECTION 1. EFFECTIVE DATE OF THE CHARTER.

For the purpose of nominating and electing officers of the Municipality and fixing the compensation of those elected in 1953, this Charter shall be in effect from and after the date of its approval by the electors of the Municipality; and for all other purposes this Charter shall be in effect on and after the first day of January, 1954, unless otherwise provided in this Charter.
