(a) Before any permanent occupancy permit required by Section 1327.01 is issued for any residential dwelling, a fee in accordance with the then existing schedule of fees contained in Chapter 1321 shall be paid to the Director of Public Service or an employee of his Department. Before any occupancy permit is issued for any commercial building, a fee in accordance with the then existing schedule of fees contained in Chapter 1321 shall be paid to the Director or an employee of his Department.
(b) In addition to the requirements of other sections of these Codified Ordinances, the inspection prior to issuance of any occupancy permit shall include a determination that there is available in such residence or commercial building an adequate sanitary water supply, sanitary facilities, electric supply and a method of heating such building. On issuance of the occupancy permit, the Director, or an employee of his Department, shall notify the Departments of Police and Fire of the pending occupancy of such building and shall cause notice to be given to the employee of the City having supervisory control over the collection of garbage and rubbish for the property for which the permit has been issued.
