1327.01   OCCUPANCY PERMITS.
   No person shall occupy, sell or let for occupancy a new residential or new or used commercial building in the Municipality, nor occupy any commercial building, nor allow a commercial building which he owns or controls or for which he is acting as agent of the owner, to be occupied, without obtaining a permit for the occupancy from the Director of Public Service or an employee of his Department. Any change of occupancy in a commercial building shall require a permit.
