1323.04   APPLICATION; PERMITS.
   Upon proper application having been duly made to construct a residence or place of business, the Building Inspector shall immediately post the property concerned. For a period of ten days following the posting, no further action shall be taken on the property, house, building or structure itself by the applicant, his agent, or employee, or anyone acting with his consent or on his behalf. At the end of the ten-day period and in the event no protest has been lodged with the Building Inspector as specified in Section 1323.05, the permit shall either be issued or denied.
