If the permit is denied, the applicant, his agent or employee or anyone acting with his consent or on his behalf, if he so desires, may within thirty days file an appeal with the Board of Zoning Appeals following the procedure set forth in chapter 1139 of the Planning and Zoning Code. The time for the appeal shall commence to run from and after written notification by the Building Inspector to the applicant that the permit has been refused and the reasons therefore clearly and accurately stated.
