(a) It shall be required of any person to whom a building permit has been issued for use in connection with lots and lands bounding and abutting unpaved thoroughfares that he maintain the culvert pipe and driveway across the pipe to the front line of the premises upon which work requiring a building permit is being done in such a fashion as not to impede, divert or obstruct in any manner the flow of water in the roadside drainage ditch.
(b) Any permit holder who fails to maintain the culvert pipe and driveway in the manner prescribed in Section 907.03 of this chapter shall have his permit revoked and such permit will not be reissued unless and until the permit holder repairs the culvert pipe or restores the driveway to the satisfaction of the Director of Public Service.
