2103.01   RULES AND PROCEDURES.
    The City, having established itself to be the Parma Public Housing Agency, hereby adopts, for the regulation of its affairs as such Agency, the following rules and procedures, to be generally known as the Agency's By-Laws:
     BY-LAWS OF THE PARMA PUBLIC HOUSING AGENCY
   ARTICLE I - THE AGENCY 
   Section 1. Name. The name of this Agency is The Parma Public Housing Agency, as denominated in Sections 2101.01 through 2101.05 of the Codified Ordinances of the City.
   Section 2. Office. The office of the Agency shall be at 5210 State Road Parkway Boulevard, Parma, Ohio 44134, or at such other location as may hereafter be designated.
   Section 3. Purpose. The purpose of the Agency shall be to perform as a public housing agency, as defined in Federal law and regulations, to develop public housing projects owned by and within the City, subject to and within the confines of any pertinent legislation formally adopted by Council.
   Section 4. Seal. There shall be an official seal of the Agency, to be adopted by the Commissioner of the Agency, which shall incorporate the regular seal of the City and include the designation that it is for the Parma Public Housing Agency.
   ARTICLE II - OFFICERS 
   Section 1. Generally. The officers of the Agency are the Mayor, President of Council, Auditor, Treasurer, Director of Law, Director of Public Service, Director of Public Safety, Commissioner and Secretary, except, however, the City Council may appoint one of its own members to be the Chairman of the Board of the Parma Public Housing Agency.
   Section 2. Mayor. The Mayor is hereby charged with the responsibility for supervising the City's public housing activities; for co-ordinating the activities of the several officers, employees, commissions, committees and boards concerned with such housing; and for executing, on behalf of the City, as its authorized representative, all applications to the Federal government for such grants, loans and advances as may be authorized by Council.
   Section 3. Director of Public Service. The Director of Public Service shall perform the functions required and authorized by the Ohio Revised Code.
   Section 4. Commissioner. The Commissioner of the Agency shall have general supervision over the administration of the business and affairs of the Agency, subject to the direction of the Mayor. The Commissioner shall be charged with the management of the housing projects of the Agency. The Director of the Division of Public Housing shall be the Commissioner of the Agency.
   The Commissioner shall, at least annually or as often as Council may otherwise prescribe, appear before Council and present a report of the Agency's activities and operations.
   Section 5. Secretary. The Commissioner of the Agency shall be ex-officio Secretary of the Agency. The Secretary shall keep records of the Agency, shall keep a formal journal of the proceedings and enactments of Council pertaining to the Agency and shall perform all other duties incident to that position.
   The Secretary shall keep in safe custody the seal of the Agency and shall have the power to affix such seal to all contracts and instruments lawfully authorized to be executed.
   ARTICLE III - COUNCIL 
   Section 1. Generally. As the legislative authority of the City, Council retains the authority granted to it pursuant to the Ohio Revised Code to enact measures pertaining to all aspects of the Agency.
   Section 2. Meetings. Business pertaining to the Agency may be entertained at a regular or special meeting of Council, called in the manner provided in the Ohio Revised Code, in the ordinances of Council and in the Rules of Council.
   ARTICLE IV - AMENDMENTS
   Section 1. Amendments by Ordinance. These By-Laws shall be subject to amendment by ordinance adopted by a majority vote of Council.
