1501.19   TIME LIMITATIONS ON PERMITS.
   (a)   If, after a permit is issued for work pursuant to Section 1501.15, the work is not completed within one year after the date of issuance of the permit, or if the work is discontinued for any reason for a period of three months, the permit shall become void and, before such operation can begin again or work be resumed, the owner or his or her agent or architect must apply to renew the permit. The permit shall only be extended for an additional six months from the date of its reissuance.
   (b)   Fees for the renewal of such permits shall be assessed as original permits pursuant to Section 185.04 of these Codified Ordinances. Notwithstanding Section 1501.99, if any of the aforementioned work is commenced without the renewal of the necessary permit or permits, a penalty in the amount of five hundred dollars ($500.00) shall be paid, and all work shall be stopped until such time as such fee has been paid and a permit or permits secured, all to the satisfaction of the Building Commissioner.
