1501.15   PERMITS REQUIRED; SURCHARGES.
   (a)   Before the erection, construction, installation, enlargement, alteration, repair or removal of any wall or of any building, structure, heating and ventilating apparatus, gas fitting, electrical work, house drainage, plumbing or any part thereof, in the City, a permit therefor shall first be obtained by the owner or his or her agent or the architect from the Building Commissioner. No person shall commence or continue any such work unless a permit has first been obtained. Notwithstanding Section 1501.99, if any of the aforementioned construction shall be commenced without the taking out of all the necessary permits, a penalty in the amount of one hundred dollars ($100.00) for the first offense, three hundred dollars ($300.00) for the second offense, and five hundred dollars ($500.00) for the third offense shall be paid and should be assessed as part of the permit fee, and all work shall be stopped until such time as such fee or fees have been paid and permits secured, all to the satisfaction of the Commissioner. Owner occupied one- family structures are eligible for a one-time (first offense) waiver of the one hundred dollar ($100.00) late fee for a homeowner permit.
   (b)   Prior to the commencement of work, the permit must be posted on the front of the structure or an adequately observable location from the street and shall continue to be posted throughout the duration of the construction and for five days after final inspection.
