143.16   ACCIDENT REPORTS AND OTHER DOCUMENTS; RECORD CHECKS.
   (a)   The Chief of Police, in his discretion, may permit the Chief Record Clerk to furnish copies of accident reports to proper persons, and also to furnish prints of photographs as he may designate, and the Chief Record Clerk is hereby authorized and directed to charge a fee as set out in Chapter 185 (the General Fee Schedule) for each report or photograph supplied hereunder.

   (b)   When, in the discretion of the Chief of Police and/or the Solicitor, it is deemed proper to answer the requests of various credit unions, insurance companies and/or other nongovernmental agencies, a fee shall be charged for each record check and/or each report of any kind. Such fee shall be as set out in Chapter 185.
   (c)   No record or official document in the Division of Police shall be released for general information if City property is involved or if official criminal prosecution has been instituted and such record is a principle portion of the prosecution's case, unless approved by the Solicitor and/or the Prosecutor.

   (d)   Notwithstanding the requirements, conditions or prohibitions set forth in subsections (a), (b) and (c) hereof, the face page of an accident report shall be available for inspection by any party to such accident or such party's agent, Upon payment of the accident report fee as established by Section 185.04(a), the Chief Record Clerk shall furnish a copy of such face page to such party or such party's agent.
