Every appointive officer or employee of the city shall hold office for a term of 1 year or until his or her successor is appointed and qualified, unless otherwise provided by ordinance. Employees selected by a Commissioner shall serve so long as their services are needed by that Commissioner. Unless otherwise provided, the term of each office shall expire on the last day of April following the appointment.

The City Council shall have the power to assign to any appointive officer any duty which is not assigned by ordinance to some other specific officer; and shall determine disputes or questions relating to the respective powers or duties of officers.

Every officer and employee shall, if required by the Council upon entering upon the duties of his or her office, give a bond in that amount as may be determined by the Council and with such sureties as it may approve, conditioned upon the faithful performance of the duties of his or her office or position.
