(a) This Chapter 2.10 shall apply to any person that was a franchisee in the city on January 1, 2007, through the later of (1) January 2, 2008, or (2) the date of the granting to that franchisee of a state franchise by the California Public Utilities Commission after one of the conditions in Section 5840(o) of the California Public Utilities Code has been satisfied.
(b) This Chapter 2.10 shall apply to any person that was not a franchisee in the city on January 1, 2007, and that wishes to apply, on or before December 31, 2007, for a local franchise from the city. After December 31, 2007, this chapter shall not apply to any person that was not a franchisee in the city on January 1, 2007.
(c) This Chapter 2.10 shall sunset in its entirety and no longer be effective on the date that all cable operators and video service providers operating in the city have state franchises granted by the California Public Utilities Commission.
