(a) The powers and duties of the health officer shall be as follows:
(1) To have general power to inspect, examine, isolate, quarantine, placard and disinfect persons, places and things within the city;
(2) To have authority and power, and be permitted, in the course of duty, to enter into and upon, and to inspect any and all lands, places, vehicles, buildings and structures, and the contents thereof, within the city;
(3) To have power to examine, or cause to be examined by a licensed physician designated by him or her for such examination, any person within the city known or reasonably suspected to be afflicted with any communicable disease. Provided, however, that in lieu of said examination such person may as an alternative be placed in quarantine, the release from which shall be conditioned upon evidence, by physical and laboratory examinations, that the disease no longer exists;
(4) To have any power and duties conferred or placed upon the health officer by state law;
(6) To perform such other duties as may be required by the city manager or the city council.
