Every male and female person residing in said Town shall be entitled to vote for all officers to be elected under this Charter, but no person who is under twenty-one years of age or of unsound mind or a pauper or who receives aid from the treasury of said Town or who is under conviction of treason, felony or bribery in an election, or who has not been a resident of this State for one year and of the Town of Paden City for sixty days, and is not a bona fide resident of the ward in which he offers to vote, shall be entitled to vote at any election.
