SECTION 23. MINUTE BOOKS.
   The Council shall cause to be kept by the Recorder in a well bound book, to be called the journal, an accurate record of all the proceedings, ordinances, acts, orders and resolutions, and in another book, to be called the book of ordinances, accurate copies of all general ordinances adopted by the Council, both of which shall be fully indexed and open to the inspection of any citizen of the State of West Virginia. All oaths and bonds of officers, and all papers of the Council shall he endorsed, filed and securely kept by the Recorder. The bonds of officers shall be recorded in a well bound book, to be called the record of bonds. Said Recorder shall perform all such other duties as may by ordinance of the Council be prescribed. Said Council may bind and print in pamphlet form all the general ordinances of the said Town and transcripts of such ordinances acts, orders and resolutions, certified by the Recorder under the seal of the Town, shall be deemed prima facie correct when sought to be used before any court or before any justice.
