(A) A user that has violated, or continues to violate, any provision of this article, an IWD permit, or an order issued hereunder, or any other pretreatment standard or requirement may be liable to the city for a maximum civil penalty of $10,000 per violation per day.
(B) The city filing a suit for civil penalties shall not be a bar against, or a prerequisite for, taking other enforcement action, whether criminal or civil, against a user.
