(A) Prior to the submission of a final map or parcel map, the developer shall file with the building division a preliminary soil report, prepared by a civil engineer who is registered by the State, based upon adequate test borings or excavations.
(B) The preliminary soil report may be waived if the building official has on file a preliminary soil report on the same area or due to the knowledge he/she has as to the soil qualities of the area of development, no preliminary analysis is necessary.
