The six members appointed to the Planning Board by the Board of County Commissioners, as representatives of the extraterritorial zoning area outside the city, shall have equal rights, privileges and duties with the other members of the Board in all matters pertaining to the regulations of both the extraterritorial area and the area within the corporate limits. Seven members of the Board shall constitute a quorum for the taking of any action on any matter.
