The Planning Board shall elect the Chairperson and create and fill other offices as it may determine. The Chairperson and other officers shall serve at the pleasure of the Planning Board for a period not exceeding their term of appointment to the Board. Upon expiration of any such officer’s term or removal by the Board from said office, the Board shall elect a replacement to fill the vacancy created thereby. The Board shall adopt rules for transaction of its business and shall keep a record of its members’ attendance and of its resolutions, discussions, findings and recommendations, which record shall be a public record. If necessary, the Board shall hold at least one meeting monthly, and all of its meetings shall be open to the public. There shall be a quorum of seven members for the purpose of taking any official action.
