§ 2-447  MEMBERSHIP AND VACANCIES; ATTENDANCE.
   (A)   The Planning Board shall consist of 12 members. Six members shall be citizens and residents of the city and shall be appointed by the Mayor and Board of Commissioners, six members shall be citizens of the county who reside outside the city, but within the extraterritorial jurisdiction of the city, as specified by an extraterritorial boundary ordinance adopted pursuant to G.S. § 160A-360(b), and shall be appointed by the Board of Commissioners of the county.  The members of the Planning Board shall serve for terms of six years and the terms shall be staggered.
   (B)   Vacancies occurring for reasons other than expiration of term shall be filled as they occur for the unexpired remainder of the term.  Faithful attendance at meetings of the Board is to be considered a prerequisite to continued membership and the Mayor and Board of Commissioners may remove and replace any member continually delinquent in his or her duty to attend.
   (C)   Members of the Board shall receive a $25 per diem for attending an official Planning Board meeting. Aquorum as described in § 2-448 must be present to hold an official meeting. The maximum number of members eligible for per diem is 12. Elected city officials serving on the Planning Board are not eligible to receive per diem. Members shall also be reimbursed for all reasonable expenses incurred as a necessary part of carrying out their duties. Payment shall be issued by report of attendance from the Planning Director or their designee, to the Finance Department and payment shall occur on the regular billing cycle as set by the Finance Director.
