(A) Guidelines may be adopted in order to improve fishing conditions and water quality as well as to promote fishing and preservation.
(B) The Manager or his or her designee, may impose guidelines that modify adopted regulations, but not so as to conflict with regulations promulgated by the North Carolina Wildlife Commission.
(C) Such guidelines shall be posted and may be enforced by the city, its designee, or other authorized agent.
