No dwelling houses, or other places where persons reside, congregate or are employed, shall be built or maintained on the Lake Devin watershed without a duly permitted septic system for the disposal of sewage, which shall be constructed and maintained in accordance with the rules and regulations of the applicable state or local agency having jurisdiction.
