Sections 20-201 through 20-209 do not apply to the removal or disposition of any motor vehicle that is used on a regular basis or business of personal use. The city and its duly authorized officials or employees are hereby authorized to move and dispose of junked motor vehicles subject to this chapter and in accordance with the procedures prescribed herein. The authority granted by these sections shall be supplemental to any other authority conferred upon the city. Nothing herein shall be construed to authorize the city to require the removal or disposal of a motor vehicle kept or stored at a bonafide automobile graveyard or junkyard as defined in G.S. § 136-143.
