(A) It shall be the duty of police officers and/or person(s) designated by the Chief of Police to report:
(1) The state license number of each vehicle that is in violation of any of the provisions of this section;
(2) The time during which the vehicle violation occurred; and
(3) Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending the violation.
(B) The police officer and/or person(s) designated by the Chief of Police shall also attach to the vehicle a notice to the owner or operator of the vehicle that the same has been parked in violation of a provision of this section and the fine or penalty for said violation.
(C) In addition to the fines, penalties and other sanctions set forth, in this chapter, any violation of this article shall also subject the offender to those civil penalties enumerated in § 20-131(D)(4), if applicable. Said civil penalty shall be issued by police officers and/or person(s) designated by the Chief of Police. (Note: unpaid penalties may be subject to debt setoff or garnishment of wages pursuant to North Carolina Law.)
