§ 20-13 CLINGING TO MOVING VEHICLES.

Any person riding upon any bicycle, motorcycle, non-motorized or motorized scooter, sled, roller skates, rollerblades, or any toy vehicle shall not attach the same or himself or herself to any public conveyance or moving vehicle upon any roadway.
