§ 2-137  GENERAL DUTIES.
   (A)   It shall be the duty of the Finance Director to:
      (1)   Make financial reports and statements as may be required of him or her;
      (2)   Keep the books of accounts of the city which shall show:
         (a)   Accurate and detailed statement of all moneys collected for the city;
         (b)   All property owned by the city and the income derived therefrom;
         (c)   Separate accounts of every appropriation made by the Board, the date thereof and the purpose for which made;
         (d)   Each payment of public money, its purpose and to whom paid;
         (e)   A separate account for each department of the city government; and
         (f)   Other accounts as may be necessary for a complete financial statement of the city.
      (3)   Require, from time to time, all persons receiving money or having disposition or management of any property, of which an account is kept in his or her office, to render a statement thereof to him or her;
      (4)   Submit to the Board at least once a year a report of the financial transactions of the city during the fiscal year;
      (5)   Keep all financial records of the Police and Fire Departments;
      (6)   Enforce collection of all accounts due the city and its enterprises;
      (7)   Supervise all employees of the city's general office and recommend to the City Manager the personnel actions within that office deemed expedient and appropriate to the city's interest;
      (8)   Work with and assist the City Manager in the preparation of the annual budget; and
      (9)   Perform other related duties as needed or as may be assigned by the City Manager.
   (B)   Pursuant to the provisions of G.S. § 160A-266(c), the Finance Director shall sell personal property of the city after same is declared surplus by the City Manager pursuant to applicable provisions of § 2-182.
