§ 2-81  ACCESS TO RECORDS; RELEASE TO PUBLIC.
   (A)   Any person who seeks access to any city employee personnel information shall be referred to the personnel office for the information.  Upon request, the personnel office staff will make the public record portion of an employee's personnel file available for inspection, examination and copying during regular working hours.
   (B)   To facilitate the city's response to a request, the personnel office shall make available public information on an individual employee basis through the issuance of the form “Request for Information from Employee Personnel Records.”  If public record personnel information is requested on all city employees or a group of employees, a charge shall be made by the city to cover the cost of staff time and computer time that may be required to assemble the requested information.
   (C)   With regard to telephone requests for employment verification for credit consideration, an employee's place of work, position classification, salary and date of entry on the job shall be released only by the personnel office staff who are familiar with the caller. Disclosure of personnel information which is not a matter of public record is prohibited, except as authorized by G.S. § 160A-168.
