The citizens of the city may obtain water main extensions in the same manner as sewer mains provided in Division 2 of this article, except that:
(A) Water mains shall be sized according to the decisions of the Water Superintendent with the concurrence of the City Manager;
(B) Cost of valves, connecting mains and accessories shall be included in the total cost for assessment purposes;
(C) (1) The cost of fire hydrants as needed on the lines shall be included in the total cost of the lines for assessment purposes.
(2) The Water Superintendent, with the concurrence of the City Manager, shall decide upon the location and number of fire hydrants needed.
