Any lot outside the corporate limits shall pay a fee to tap water and sewer lines extended by the city on a linear front foot charge as they would have if they were inside the corporate limits and being assessed. All fees shall be paid when the taps are requested or a lien shall be placed against the property and financed at the prime rate not to exceed 8% per annum for a period of five years.
