§ 21-14  BULK SALES OF WATER.
   (A)   Bulk sales of water shall be allowed by permit only except as to Granville County Rural Fire Departments.  The permit must be obtained from the City of Oxford Finance Department and shall be issued at a cost of $5 per permit.  The permit shall be for a period of one year from date of issuance and must be presented at the time of purchase.
   (B)   Bulk sales of water shall be conducted at the fire hydrant located on East McClanahan Street across from the Oxford Fire Station.  Bulk water shall be sold at the current outside rate.  All sales shall be in 1,000-gallon increments.  The meter size factor will not apply to bulk water sales  Prior to purchasing water, the permittee shall register at the Oxford Fire Department.  The Oxford Fire Department shall be responsible for recording all bulk sales purchases and reporting said sales to the City of Oxford Finance Department for appropriate billing to the permittee.
   (C)   Granville County Fire Departments are not required to obtain a permit.  Said departments are required to use the fill point on East McClananhan Street as set forth above except in emergency situations, in which case any hydrant in the Oxford system may be used.
   (D)   Violations of this section shall be punishable by a civil penalty in the amount of $50 and a revocation and/or non-issuance of a permit.  Failure to timely pay any amounts due for the purchase of water shall result in  a civil assessment of an amount equal to one-half of the amount owed or $25, whichever is greater.  Failure to timely pay any amounts due shall also result in revocation and/or non-issuance of a permit.
   (E)   The City of Oxford is exempt from this section.
