§ 21-12  WATER EMERGENCIES; CONSERVATION POLICY.
   (A)   (1)   The Mayor may declare a water emergency.  Any person within the city limits or within one mile of the city, who uses water excessively from a city water main during an emergency shall be guilty of a misdemeanor.
      (2)   Any water used for washing cars, watering lawns or gardens shall be deemed excessive use of water.

   (B)   (1)   A water conservation policy, creating a 5% credit on each water customer's bill for residential customers who install low-flowing plumbing fixtures throughout their homes, is hereby adopted.
      (2)   In order to receive this credit, a city employee will inspect the dwelling for compliance.
