(A) No part of the city's water system shall be connected to any source of water supply other than the city's.

(B) (1) No facility may connect to the city's water distribution system prior to the approval from the Public Works Department. The installation of an approved backflow preventer valve assembly may be required. These devices will be of the manufacture and models approved by the State of North Carolina Underwriters' Laboratories and the Southern California Foundation for Cross Connection Control and Hydraulic Research.
(2) The Director of Public Works is responsible for implementing all public notification requirements mandated by the state, including “boil water notices.” Even though the Director of Public Works has sole administrative
responsibility for carrying out all of these sate required provisions, the Director of Public Works also will work closely with the following:
(a) The City Manager;
(b) Mayor;
(c) Board of Commissioners; and
(d) Water and Sewer Supervisor.
(3) The Director of Public Works, depending upon the severity of the situation, will also be in contact with one or more of the following as required:
(a) Hospitals;
(b) Local fire departments;
(c) Major commercial/industrial users;
(d) Schools;
(e) Newspapers;
(f) Local radio and television stations.
(4) Please note that although the Director of Public Works is responsible for contacting the organizations mentioned earlier and is responsible for seeing that notices are posted as required, the notices themselves may be issued on a joint basis with the City Manager and elected city officials.

(C) Punishment for a violation of this section shall be as set forth in § 1-99, except that the penalty shall be as is set out in Appendix B, which is attached hereto and made a part hereof. A copy of the penalty schedule, which may be amended from time to time, shall be kept in the office of the City Clerk.
