(A) (1) It shall be unlawful for any person to make any connection to any water line for the use of water without placing on the line a standard water meter under the supervision of the city.
(2) This section shall not apply to water lines to be used for unmetered water service authorized by the Board.
(B) Unless otherwise authorized by the Board, water shall be furnished to consumers at metered rates only.

(C) Punishment for a violation of this section shall be as set forth in § 1-99, except that the penalty shall be as is set out in Appendix B, which is attached hereto and made a part hereof. A copy of the penalty schedule, which may be amended from time to time, shall be kept in the office of the City Clerk.
