The inspector shall investigate the facts stated in the application for a taxicab driver's permit and shall issue the permit unless he or she finds that the applicant:
(A) Has been convicted of a felony against the state or conviction of any offense against another state which would have been a felony if committed in the state;
(B) Has violated any federal or state law relating to the use, possession or sale of alcoholic beverages or narcotic or barbiturate drugs;
(C) Is addicted to or habitual user of alcoholic beverages or narcotic or barbiturate drugs;
(D) Has violated any federal or state law relating to prostitution;
(E) Is not a citizen of the United States;
(F) Is a habitual violator of traffic laws or ordinances;
(G) Is not of good moral character;
(H) Is not of sound physique and mind;
(I) Has infirmities which might render him or her unfit for the safe operation of a taxicab; or
(J) Is not eligible by reason of other provisions of this chapter.
