Every driver shall thoroughly search his or her taxicab at the termination of each trip for lost articles which may be left in the cab by passengers, and any article found shall be immediately returned to its rightful owner, if known; otherwise, it shall be deposited with the owner or operator of cabs and shall be surrendered within 24 hours to the inspector.
