(A) Every taxicab operated within the city within a distance of one mile of the city shall have at all times permanently displayed so as to be easily visible to the passengers therein the rates and/or fares charged for the use of the taxicab.
(B) It shall be unlawful for any passenger to refuse to pay the lawful fare for taxicab service.
