Whenever any taxicab is occupied by a passenger, the driver shall not permit any other person to occupy or ride in the taxicab if the original passenger objects thereto, but no driver shall refuse or neglect to convey any person upon request unless previously engaged or unable to or forbidden by the provisions of this chapter to do so.
